Fundamentals of Public Administration (3 credits hours)

Course descriptions: An overview of the fundamental concepts of public administration, as well as an examination of its application to specific organizations, actors, and public policies. 

Course objectives: 

  • Explore the various topics within public administration. 
  • Examine the fundamental components of public administration and management. 
  • Demonstrate how public managers can strengthen the performance and legitimacy of their agencies. 
  • Explain the evolving roles of technology, big data and innovation in public administration, along with key differences between private and public management.

Course code and title: MPAD 5404: Public Policy Analysis (3 credit hours)

Course descriptions: Students will learn methods and techniques of analyzing, developing and evaluating public policies and programs. Emphasis given to benefit-cost and cost-effectiveness analysis and concepts of economic efficiency, equity and distribution. Methods include problem solving and decision making. 

Course objectives: 

  • Students will recognize and articulate the capacity and limitations of policy analysis. 
  • Students will assess the use of evidence and data in policy analysis practices. 
  • Students will select and apply the appropriate policy analysis techniques considering the given policy problems, contexts, and goals.

Course descriptions: Students will learn the revenue and expenditure structure of the public sector, including revenue policy, expenditure policy, and budget structure and administration. 

Course objectives: 

  • Students will use budgetary and financial information to make decisions in public and nonprofit organizations. 
  • Students will develop their quantitative skills. 
  • Students will clearly communicate financial information in a professional manner. 
  • Students will understand budgeting and financial management as a process. 
  • Students will apply the skills necessary for grant-writing and fund raising.
