President Maurer Invited to Address International Intel-Security Forum in El Salvador

Montreat College President Paul J. Maurer has been invited to speak at the upcoming Parliamentary Intelligence-Security Forum, hosted by the Legislative Assembly of El Salvador from November 12–14, 2025, in San Salvador.

Parliamentarians and other governmental leaders from over 40 nations will gather to hear from intelligence and security experts from all over the world. Dr. Maurer will present on the importance of the human factor in cybersecurity, focused on “The Code of Honor: Embracing Ethics in Cybersecurity,” the groundbreaking book he co-authored with cybersecurity leader Ed Skoudis, President of the SANS Technology Institute.

The invitation was extended by Ernesto Castro, President of the Legislative Assembly of El Salvador.

“For many years, the Parliamentary Intelligence-Security Forum has proven to be an essential meeting place for legislators and leaders from around the world, enabling analysis and the search for joint solutions to the most pressing challenges of our time,” said Castro. “It will be a privilege for us to share our legislative and security experience in a historic context in which El Salvador has become a global leader due to President Nayib Bukele’s comprehensive strategy in the fight against crime. We went from being one of the most violent countries in the world to becoming the safest nation in the Western Hemisphere in less than five years.”

Dr. Maurer has become an internationally recognized voice on ethics in cybersecurity, most recently addressing the 29th Parliamentary Intelligence-Security Forum at the Palace of the Senate in Madrid, Spain.

The Parliamentary Intelligence-Security Forum is a leading platform where government officials, lawmakers, and industry experts come together to discuss pressing security challenges and forge global partnerships. The 2025 forum in San Salvador will address a wide range of security challenges, including terrorism and illicit financing, transnational organized crime, artificial intelligence and disinformation, migration and human trafficking, and digital currencies.
